The Office of the Head of the Civil Service of the Federation (OHCSF) has approved the National Identity Management Commission (NIMC)’s Scheme of Service, marking a major milestone in the Commission’s institutional development and workforce management.
The approval, described as the first of its kind for NIMC, is expected to strengthen the Commission’s operational framework by providing clear guidelines on staff career progression, organisational structure, job responsibilities, qualification requirements and professional standards.
NIMC said the development aligns with ongoing reforms aimed at repositioning the Commission as a modern, efficient and globally competitive institution under the leadership of its Director-General and Chief Executive Officer, Engr. (Dr.) Abisoye Coker-Odusote.
According to the Commission, the newly approved Scheme of Service is designed to support institutional excellence and human capital development while aligning with the Federal Government’s public service reform agenda.
Speaking during the formal presentation of the approval, Mr. Imirhe Gabriel Nwagolo, Deputy Director, Scheme of Service, Organisational Design Department, OHCSF, commended NIMC’s commitment to organisational development. He noted that the Commission is among a select number of federal agencies that have successfully secured approval for a dedicated Scheme of Service.

Representing the Director-General at the event, the Head of Human Capital Management, Mrs. Rhoda Jackden, expressed appreciation to the Office of the Head of the Civil Service of the Federation for the approval.
She described the development as a significant achievement and reaffirmed NIMC’s commitment to the effective implementation of the new framework.
The approved Scheme of Service also introduces new Enrolment, Card and Commercial Cadres alongside existing professional cadres, creating additional opportunities for career growth and improved service delivery within the Commission.
NIMC said the framework is fully aligned with Public Service Rules and international best practices for institutional growth and workforce development.
