The Independent National Electoral Commission (INEC) has unveiled a new intelligence-led security framework to protect voters, election workers and electoral materials ahead of Nigeria’s 2027 general elections.

INEC Chairman, Prof. Joash Amupitan, SAN, announced the initiative on Tuesday, October 27, during the commission’s North-East zonal interactive meeting with staff and readiness assessment in Gombe State.

The framework, described as the “ICCES Tentacle,” is designed to strengthen cooperation among security agencies and extend election security coordination to local government areas and registration centres across the country.

Amupitan said the commission was moving away from relying mainly on election-day security deployments towards an approach that identifies and addresses threats before they disrupt the electoral process.

The initiative involves collaboration with the Nigeria Police Force, Nigeria Security and Civil Defence Corps (NSCDC), Department of State Services (DSS), the Armed Forces and other security agencies under the Inter-Agency Consultative Committee on Election Security (ICCES).

INEC Identifies Three Pillars of Election Security

According to Amupitan, the new framework rests on three key pillars: “Map and Mitigate,” “Ensure Safety” and “Guarantee Access.”

The first pillar focuses on identifying potential security flashpoints, seasonal risks and local vulnerabilities through Electoral Risk Management tools.

This approach is intended to help security agencies anticipate threats and take preventive action before sensitive election materials are deployed.

The second pillar, “Ensure Safety,” focuses on protecting election personnel, voters and critical electoral technology, including the Bimodal Voter Accreditation System (BVAS) devices and server infrastructure.

The third pillar, “Guarantee Access,” seeks to ensure that voters can exercise their democratic rights safely across Nigeria’s 176,846 polling units, including locations facing geographical and security challenges.

Amupitan stressed that elections cannot be considered credible if voters, observers and electoral officials are forced to operate under threats, intimidation or fear of violence.

INEC Chairman Warns Those Threatening Election Workers

The INEC chairman disclosed that intelligence-led operations involving the DSS had recently uncovered an alleged plot by criminal kingpins targeting the commission’s ad hoc staff and National Youth Service Corps (NYSC) members.

He said the intervention disrupted the threat, adding that the principal suspects had been arrested and were undergoing prosecution.

Amupitan warned that anyone who threatens, intimidates or harms INEC personnel, including temporary election workers and NYSC members, would face the full weight of the law.

He also announced plans for a National Election Security Conference in Abuja, where security agencies are expected to finalise state-specific protocols for high-risk areas.

The chairman acknowledged the security and logistical challenges facing the North-East, including remote communities, difficult terrain and vast geographical areas.

However, he expressed confidence that cooperation among electoral officials, security agencies and community leaders would help address the challenges.

North-East Accounts for 13.96 Million Registered Voters

INEC’s figures presented at the meeting showed that the North-East zone has 13,965,475 registered voters, representing approximately 13.51 per cent of the national register of more than 103 million voters.

Bauchi State has the highest number of registered voters in the zone, with 3,012,547, followed by Borno with 2,765,165 and Adamawa with 2,431,146.

Taraba has 2,254,380 registered voters, while Gombe has 1,768,566 and Yobe has 1,733,671.

Amupitan urged electoral officials to intensify public enlightenment and ensure eligible voters collect their Permanent Voter Cards (PVCs).

He also said the commission was strengthening its technological and logistical preparations, including ordering additional BVAS machines, auditing existing devices and improving equipment storage facilities.

INEC Publishes Preliminary Voter Register Online

In a separate development, INEC has made the Preliminary Register of Voters for the 2027 general elections available online following the nationwide physical display conducted from October 9 to 15, 2026.

The register can be accessed through the commission’s online platform at https://display.inecnigeria.org.

In a statement issued on Monday, October 26, and signed by Mohammed Kudu Haruna, Chairman of INEC’s Information and Voter Education Committee, the commission said the online publication was intended to improve accessibility, transparency and public confidence in the electoral process.

The commission explained that the online register supplements the physical display conducted under Section 19 of the Electoral Act, 2026.

It added that claims and objections arising from the exercise were being processed ahead of the planned certification and publication of the Final Register of Voters on December 15, 2026.

INEC Chairman Calls for Peaceful Elections

During a separate visit to the Emir of Gombe, HRH Dr Abubakar Shehu Abubakar III, Amupitan said Nigeria’s 2027 elections should strengthen national unity and demonstrate the country’s commitment to credible democracy.

He urged traditional rulers to encourage peaceful political campaigns, discourage electoral violence and help educate citizens about the dangers of misinformation and disinformation.

The chairman also reaffirmed INEC’s commitment to conducting free, fair, inclusive and credible elections.

The Emir, in response, pledged the support of the traditional institution in promoting peaceful participation and discouraging inflammatory rhetoric.

INEC has scheduled the Presidential and National Assembly elections for January 16, 2027, while the Governorship and State Houses of Assembly elections are scheduled for February 6, 2027.

As preparations intensify, the commission faces the task of ensuring that its security plans, technology and logistics translate into a safe and credible voting process for Nigerians.
