OHCSF APPROVES NIMC SCHEME OF SERVICE IN LANDMARK CIVIL SERVICE REFORM

The Office of the Head of the Civil Service of the Federation (OHCSF) has approved a new Scheme of Service for the National Identity Management Commission (NIMC), marking a significant milestone in the Commission’s institutional development and the first approval of its kind for the agency.

The approval is described as a major reform achievement aimed at strengthening NIMC’s operational efficiency, professional standards, and career progression framework.

According to the Commission, the development reflects ongoing reforms under the leadership of its Director General/CEO, Engr. (Dr.) Abisoye Coker-Odusote, whose five-point agenda focuses on repositioning NIMC as a modern, efficient, and globally competitive institution aligned with the Federal Government’s Renewed Hope Agenda.

The newly approved Scheme of Service provides a structured framework for the Commission’s operations, clearly defining staff cadres, promotion pathways, job roles, qualification requirements, and professional standards. It is also aligned with Public Service Rules and global best practices for workforce development and institutional governance.

At the official presentation ceremony, Mr. Imirhe Gabriel Nwagolo, Deputy Director in the Scheme of Service and Organisational Design Department at OHCSF, commended NIMC for its commitment to institutional reform, noting that the Commission is among a select number of federal agencies to secure approval for a dedicated Scheme of Service.

Speaking on behalf of the DG/CEO, Mrs. Rhoda Jackden, Head of Human Capital Management at NIMC, expressed appreciation to the OHCSF for the approval, describing it as a “significant milestone” and reaffirming the Commission’s readiness to ensure full implementation.

The approved structure introduces new operational cadres, including Enrolment, Card, and Commercial cadres, in addition to existing frameworks within the Commission.

The reform is expected to enhance staff development, improve service delivery, and strengthen institutional accountability within Nigeria’s identity management system.
