China Unveils White Paper on Global Governance, Calls for Fairer International System

China’s State Council Information Office has released a new white paper titled “More Just and Equitable Global Governance: China’s Principles, Proposals and Actions,” outlining Beijing’s vision for reforming global governance and strengthening international cooperation.

The document presents China’s principles, proposals and actions aimed at creating a fairer and more inclusive global governance system capable of addressing growing global challenges.

According to the white paper, global governance affects the well-being of all nations and peoples, making the pursuit of a more equitable international system a shared goal of the global community. China described itself as an active participant, contributor and builder of global governance.

The paper highlights President Xi Jinping’s vision of building a “community with a shared future for humanity” and promoting a governance system based on extensive consultation, joint contribution and shared benefits.

Central to the document is the Global Governance Initiative (GGI), proposed by China to address key questions surrounding the future of global governance and reforms needed to improve existing international institutions.

China said the initiative has gained support from nearly 160 countries and international organizations, while more than 60 countries have joined the Group of Friends of Global Governance.

The white paper argues that today’s world faces growing security, development and governance challenges, making stronger international cooperation essential. It identifies five core principles of the GGI: sovereign equality, international rule of law, multilateralism, a people-centered approach and practical action.

According to the document, all countries, regardless of size or economic strength, should enjoy equal participation in global affairs. It also emphasizes respect for international law, support for multilateral institutions and policies that prioritize the welfare of citizens.

The paper further highlights China’s contributions to global peace, development and international cooperation through initiatives such as the Global Development Initiative, Global Security Initiative and Global Civilization Initiative.

China also reaffirmed its support for the United Nations-centered international system, calling on all countries to strengthen cooperation, uphold multilateralism and work together to reform and improve global governance mechanisms.

The white paper concludes by urging nations to transform shared goals into concrete actions, expressing confidence that broader international participation will help build a more just and equitable global governance system in the years ahead.
