The Independent National Electoral Commission (INEC) has inaugurated its Electoral Logistics Committee (ELOC), appointing retired Rear Admiral Jamila Abubakar-Sadiq as chairperson to strengthen preparations for the 2027 general elections.
The committee is expected to develop strategies to ensure the timely, secure and efficient distribution of sensitive and non-sensitive election materials across Nigeria, particularly in areas affected by difficult terrain, insecurity and transportation challenges.
At the inauguration ceremony at the commission’s headquarters in Abuja, the INEC chairman described logistics as a critical component of the electoral process, stressing that the availability of election materials at polling units at the scheduled time is essential to a successful election.
He said the early establishment of the committee was intended to address the challenges of moving election materials across the country through road, air and maritime transportation networks.
According to him, the commission plans to adopt a multi-agency approach involving the military, paramilitary institutions, security agencies and transportation organisations to improve coordination and operational efficiency.
INEC Targets Logistics Gaps Ahead of 2027 Polls
The committee’s terms of reference include assessing logistical requirements for the 2027 general elections and preparing comprehensive plans for the storage, distribution, deployment and retrieval of election materials.

It will also assess the readiness of warehouses, vehicles, airports, seaports and other transportation facilities required for election operations.
Other responsibilities include identifying logistical gaps, monitoring compliance with approved delivery schedules and developing strategies to address transportation bottlenecks, material shortages and security threats.
The INEC chairman urged committee members to demonstrate professionalism and commitment, noting that Nigeria’s geographical diversity requires flexible and reliable transportation arrangements.
He pointed to the contrasting conditions across the country, from the creeks of the Niger Delta to the arid regions of northern Nigeria, as evidence of the need for careful planning.
He stressed that no Nigerian should be denied the opportunity to vote because election materials arrived late, adding that early preparation was essential to delivering transparent, efficient and credible elections.
Abubakar-Sadiq Outlines Logistics Strategy
In her keynote remarks, Abubakar-Sadiq, the national electoral commissioner responsible for security, described election logistics as the operational foundation of the democratic process.
She said the committee would develop a strategic logistics plan based on lessons from previous elections, identify systemic weaknesses and establish mechanisms for the smooth deployment of election materials nationwide.
Key areas of focus will include airlift and cargo planning, coordination of land and maritime transportation, identification of operational bottlenecks and mapping of difficult terrain, security-challenged areas and locations vulnerable to crises.
The committee is also expected to develop appropriate transportation and security arrangements for high-risk locations.
Abubakar-Sadiq said the committee would submit a comprehensive report containing practical recommendations and clearly defined operational timelines.
She further proposed the establishment of specialised subcommittees to oversee air transportation, land transportation, maritime operations, storage and security, where necessary.
CBN to Handle Sensitive Election Materials
Abubakar-Sadiq disclosed that the Central Bank of Nigeria would receive, store and distribute sensitive election materials through its nationwide branch network.
She emphasised that effective cooperation among relevant institutions would be critical to the success of the logistics arrangements.
The committee will also coordinate with government agencies, INEC state offices, transport unions and other stakeholders to facilitate the secure and efficient movement of election materials across the country.
The inauguration was attended by INEC national commissioners and representatives of the Chief of Defence Staff and service chiefs.
Other institutions represented included the Nigeria Immigration Service, Nigerian Civil Aviation Authority, Nigeria Security and Civil Defence Corps, Federal Airports Authority of Nigeria and Nigerian Ports Authority.
Representatives of the Nigerian Union of Road Transport Workers, the Nigerian Association of Road Transport Owners, maritime workers and other transportation and security institutions also attended the ceremony.
The Inspector-General of Police, Olatunji Rilwan Disu, was represented by Commissioner of Police Dr Abayomi Shogunle.
Early Preparations for the 2027 General Elections
The inauguration marks an early step by INEC to strengthen operational preparations for the 2027 general elections.
By identifying transportation challenges, assessing infrastructure and coordinating relevant agencies ahead of the polls, the commission aims to reduce the risk of logistical failures that could disrupt voting.
However, the effectiveness of the initiative will ultimately depend on how well the committee’s recommendations are implemented and whether election materials reach polling units securely and on schedule.
For voters, reliable logistics remain essential to ensuring that administrative and transportation challenges do not undermine their ability to participate in the electoral process.
