The National Population Commission (NPC) has announced the completion of the tenure of its Executive Chairman, Hon. Nasir Isa Kwarra, marking the close of a transformative chapter in the Commission’s modernization and reform agenda.
Appointed in October 2020 by former President Muhammadu Buhari, Hon. Kwarra’s administration ushered in an era of institutional renewal and technological advancement that repositioned the NPC as a data-driven institution anchored on professionalism, innovation, and evidence-based national planning.

The statement reads: Under his leadership, the Commission recorded significant milestones in census preparedness, digital mapping, and geospatial innovation key foundations for Nigeria’s first-ever digital Population and Housing Census. Among his notable achievements were the implementation of the Electronic Civil Registration and Vital Statistics (e-CRVS) system and the establishment of the National Geo-Referenced Infrastructure and Geo-Spatial Data Repository. These initiatives strengthened Nigeria’s demographic data architecture and enhanced decision-making across all tiers of government.
Hon. Kwarra also prioritized inter-agency collaboration and international partnerships, deepening engagements with global development partners including the United Nations Population Fund (UNFPA), World Bank, United Nations Children’s Fund (UNICEF), and the United Nations Economic Commission for Africa (UNECA). His administration further emphasized staff welfare, capacity building, and institutional accountability, cultivating a culture of innovation and service excellence within the Commission.
With the conclusion of Hon. Kwarra’s tenure on 28 October 2025, Hon. Muhammad Usman Dattiya, the Honorable Federal Commissioner representing Niger State, has assumed office as Acting Chairman of the Commission. His appointment will be in effect pending the inauguration of Hon. Aminu Yusuf (Talban Wushishi), who has been appointed as the substantive Chairman by President Bola Ahmed Tinubu, GCFR, and whose appointment has been duly confirmed by the Senate.
The National Population Commission reaffirms its commitment to ensuring a smooth leadership transition, sustaining ongoing digital reforms, and advancing Nigeria’s demographic management system through technology-driven and credible processes that support inclusive national development.
