Nigeria’s transportation sector is entering a new phase as electric vehicles (EVs) and compressed natural gas (CNG)-powered vehicles gradually become part of the country’s mobility landscape.
For the Federal Road Safety Corps (FRSC), however, the transition is about more than cleaner energy and reduced emissions. It is also about preparing Nigeria’s roads, motorists, emergency responders and regulatory systems for the safety challenges that come with new vehicle technologies.
The emerging mobility landscape underscores a fundamental question: Is Nigeria sufficiently prepared to ensure that the adoption of EVs and CNG vehicles does not introduce new road-safety risks?
The road-safety perspective is clear: cleaner mobility must also be safe mobility.
Beyond the Fuel Debate
The FRSC Corps Marshal, Shehu Mohammed, recently participated in the Nigerian Auto Journalists Association summit in Lagos, where he highlighted the need for the Corps to align its operations and policies with the growing presence of EVs and CNG vehicles.
The development of alternative-fuel vehicles presents significant opportunities for Nigeria. Electric vehicles eliminate tailpipe emissions, while CNG-powered vehicles offer an alternative to conventional petrol and diesel propulsion.
But changing the source of vehicle power does not automatically eliminate road crashes.
Whether a vehicle is electric, CNG-powered or petrol-driven, it still operates within the same road environment and interacts with pedestrians, motorcycles, trucks, cyclists and other vehicles.
Speeding, reckless overtaking, driver distraction, fatigue, poor road design, inadequate maintenance and mechanical defects can still cause crashes regardless of the propulsion technology involved.
This means Nigeria’s transition to cleaner mobility must be matched by an equally deliberate transition towards stronger vehicle-safety standards, specialised training, effective regulation and emergency preparedness.
The principle should be straightforward: innovation must not outrun regulation, training and safety preparedness.
EVs Bring New Safety Considerations
Electric vehicles operate with a technological architecture that differs significantly from conventional vehicles. High-voltage battery systems, electronic controls, software and specialised charging infrastructure introduce safety considerations that motorists, technicians and emergency responders must understand.
Battery-related incidents
Lithium-ion batteries can present unique challenges when severely damaged, overheated or involved in a crash.
Emergency responders therefore need specialised knowledge of high-voltage systems, including how to identify and safely isolate an EV’s power source during rescue operations.
This highlights an important aspect of road safety: preventing crashes is only one part of the equation. Emergency services must also be equipped to respond safely and effectively when crashes occur.
Silent operation
Electric vehicles can be considerably quieter than conventional vehicles, particularly at lower speeds.
In busy urban areas, markets, residential communities and other locations with large numbers of pedestrians and vulnerable road users, reduced vehicle noise could create additional safety considerations.
Public awareness, appropriate vehicle technology and evolving safety standards will therefore be important as EV adoption increases.
Maintenance and technical expertise
The growth of EVs will also require a new generation of automotive technicians with expertise in high-voltage systems, battery diagnostics, electronic controls and EV safety.
Unqualified repairs, unauthorised modifications and incompatible components could introduce avoidable risks.
The basic roadworthiness principle remains unchanged: a mechanically or technically unsafe vehicle should not be on the road, regardless of the energy source that powers it.
CNG Safety Begins With Proper Standards
CNG also offers significant opportunities for Nigeria, particularly given the country’s natural-gas resources and the need to diversify transportation energy sources.
However, CNG vehicle safety depends heavily on the quality of the equipment, the integrity of the gas storage system and the competence of the conversion process.
CNG conversions should therefore be undertaken only by properly trained personnel and at authorised facilities.
Poorly executed conversions could result in risks such as improperly fitted cylinders, damaged fuel lines, inadequate ventilation, unsafe structural modifications and the use of substandard components.
As CNG adoption expands, Nigeria will need effective standards covering conversion centres, technicians, inspection, certification and periodic maintenance.
Drivers and fleet operators should also receive appropriate safety information, including how to respond to suspected gas leaks, vehicle damage and other emergencies.
FRSC and the Changing Mobility Landscape
The role of the FRSC in the era of EVs and CNG vehicles will extend beyond traditional traffic enforcement.
The Corps can contribute to a safer alternative-fuel mobility ecosystem through several areas.
Public education: Motorists need clear and practical information about the safe operation, charging, conversion, maintenance and emergency response requirements associated with EVs and CNG vehicles.
Vehicle inspection and roadworthiness: Inspection procedures must evolve alongside changes in vehicle technology and recognise the specific safety requirements of alternative propulsion systems.
Personnel training: FRSC personnel, rescue teams and other emergency responders need continuous training on the characteristics and risks associated with EVs and CNG vehicles, particularly during crash response and vehicle recovery.
Inter-agency collaboration: Safe adoption of alternative-fuel vehicles requires cooperation among regulators, manufacturers, importers, conversion centres, emergency services, fire authorities, transport operators and other stakeholders.
Technology-driven road safety: Intelligent transport systems, connected vehicles, digital enforcement and data-driven interventions will increasingly shape the future of road safety.
These priorities are consistent with the broader push for technology-driven road-safety management and align with global sustainable development objectives, including SDG 11 on sustainable cities and communities and SDG 12 on responsible consumption and production.
The Safe System Approach
Nigeria’s transition to alternative-fuel vehicles should also be guided by the Safe System Approach to road safety.
The approach recognises that road safety is a shared responsibility involving safe road users, safe vehicles, safe speeds, safe roads and infrastructure, and effective post-crash care.
This is particularly relevant to EVs and CNG vehicles.
A safer vehicle cannot compensate for a dangerous road. A well-designed road cannot prevent every crash caused by reckless driving. An advanced vehicle cannot eliminate every risk created by poor maintenance.
Road safety therefore depends on the entire system working together.
Regulation Must Keep Pace With Adoption
As Nigeria accelerates the adoption of EVs and CNG vehicles, growth must be matched by appropriate regulation.
The country needs to continuously review vehicle safety standards, importation requirements, CNG conversion procedures, EV battery and charging safety, vehicle inspection systems, emergency response protocols, technician certification, fire and rescue preparedness and public education.
The objective should not be to discourage innovation or alternative-energy mobility.
Rather, regulation should ensure that innovation is introduced responsibly and that the safety of road users remains central to the transition.
As the global road-safety conversation increasingly becomes intertwined with technology, Nigeria must ensure that new mobility solutions are integrated into a wider framework of regulation, enforcement, education, infrastructure and emergency response.
Cleaner Mobility Must Also Be Safer Mobility
Nigeria is moving towards a more diversified transportation energy system, and EVs and CNG vehicles are likely to become increasingly visible on the country’s roads.
The question is no longer simply whether alternative-fuel vehicles are part of the future of transportation.
The more important question is whether Nigeria is prepared to make that future safe.
The road-safety message is clear: cleaner mobility must also be safer mobility.
Safety standards must be incorporated into every stage of the vehicle lifecycle—from manufacturing and importation to conversion, registration, maintenance, driving, crash response and rescue.
Under the leadership of Corps Marshal Shehu Mohammed, the FRSC’s road-safety mandate is increasingly connected to this wider transformation in global mobility.
The responsibility is not only to respond to the vehicles of today, but also to help prepare Nigeria for the transportation systems of tomorrow.
The future of transportation may be electric. It may be compressed natural gas. But whatever powers the vehicle, safety must remain the power that drives the journey.
