Abuja, Nigeria – Preparations are in top gear for the highly anticipated DICAN Diplomatic and Security International Conference 2025, scheduled to hold on July 23 at the iconic Rotunda Hall of the Ministry of Foreign Affairs in Abuja.
Leading the lineup of distinguished participants are Nigeria’s Minister of Defence, Mohammed Badaru Abubakar, Minister of Interior, Olubunmi Tunji-Ojo, and the Chief of Defence Staff, General Christopher Musa, among other top-level security experts and policymakers.
The conference is being organised by the Diplomatic Correspondents’ Association of Nigeria (DICAN) under the leadership of its President, Mr. Idehai Frederick, and will be hosted by the Honourable Minister of Foreign Affairs, Ambassador Yusuf Maitama Tuggar, who also serves as DICAN’s Grand Patron. Ambassador Tuggar is billed to deliver the keynote address.
With the theme:
“Nigeria’s 4Ds Foreign Policy Strategy Amidst Global Security Challenges, Strategic Misperceptions, and the Age of Disinformation: The Role of Diplomacy, Intelligence, and Media in Shaping National and Global Stability,”
the conference aims to facilitate robust discussions on how diplomacy, intelligence, and media can jointly navigate global security tensions and reinforce Nigeria’s strategic positioning.

Participants will also interrogate the implementation of the Tinubu administration’s 4Ds foreign policy agenda — Democracy, Development, Diaspora, and Demography as a framework for confronting transnational threats and enhancing Nigeria’s global relevance.
Over 75 diplomats, as well as intelligence and security chiefs, agency heads, academics, media professionals, and students from select tertiary institutions and secondary schools, are expected to attend the strategic gathering.
A high-powered panel session will be chaired by the European Union Ambassador to Nigeria and ECOWAS, and will feature thought leaders such as the National Security Adviser, the Director-General of the National Intelligence Agency (NIA), Professor Sheriff Ghali of the University of Abuja, and international journalist Alhassan Bala.
DICAN’s initiative marks a significant leap in fostering strategic dialogue among stakeholders at a time when global insecurity is intensifying across the Sahel, Eastern Europe, and the Middle East. The conference also reinforces Nigeria’s commitment to promoting multilateral engagement, peacebuilding, and regional stability.
