The Executive Vice-Chairman and Chief Executive Officer of the Nigerian Communications Commission (NCC), Dr. Aminu Maida, says the Commission’s recognition as one of the top five best-performing federal agencies in 2025 is a strong validation of its commitment to transparency, accountability, and world-class regulatory standards.
Dr. Maida received the 2025 Presidential Enabling Business Environment Council (PEBEC) Award from the Vice-President and Chairman of PEBEC, Senator Kashim Shettima, at the State House Banquet Hall, Abuja.
PEBEC listed the NCC as one of the top five agencies in its 2025 Transparency and Efficiency Ranking, covering January to October 2025. The ranking celebrates federal agencies that demonstrate exceptional openness, operational efficiency, and service delivery.
The Nigerian Content Development and Monitoring Board (NCDMB) topped the national ranking with 90.6%, followed by the National Drug Law Enforcement Agency (NDLEA) with 89.3%. The Nigeria Customs Service (NCS) scored 86.6%, the Nigerian Communications Commission (NCC) 85.3%, and the Nigerian Ports Authority (NPA) 84.2%.
Organised on December 2, the 2025 PEBEC Awards & Gala Night marked a significant milestone in Nigeria’s drive to improve the business environment and strengthen the efficiency of public institutions.
Speaking after receiving the award, Dr. Maida said the recognition placed both a badge of honour and a renewed responsibility on the Commission.
“As an economic regulator, our mandate is to create an environment where operators can thrive—an environment that attracts investment, sustains healthy competition, and ensures consumers enjoy the best possible choices,” he said.
“Nigerians can rest assured that we remain fully committed to delivering high-quality service to telecom consumers through a fair, transparent, and competitive industry.”
Dr. Maida added that real progress in the telecom sector requires strong collaboration and collective commitment from all stakeholders, reaffirming NCC’s readiness to deepen engagements across the industry.
In a statement, Mrs. Nnenna Ukoha, Head of Public Affairs at NCC, said the award specifically recognised the Commission’s “commitment to openness, accountability, and operational excellence in public service delivery.”
PEBEC Highlights Purpose of the Awards
In her address, the Director-General of PEBEC, Ms. Zahrah Mustapha-Audu, said the awards were designed to celebrate reform champions across government institutions and showcase Nigeria’s progress in improving its business climate.
She noted that the awards were based on the independently verified 2025 Business Facilitation Act (BFA) Performance Report, which evaluated federal and state MDAs.
“This evening is not merely an awards ceremony. It is a powerful affirmation of possibilities honouring champions who have gone beyond basic compliance to embrace excellence as the new standard for public service delivery,” she stated.
Ms. Mustapha-Audu added that under President Bola Tinubu’s leadership and the active chairmanship of Vice-President Shettima, reforms have been driven by intentionality, accountability, and strategic use of data.
“To fix the operational environment for businesses, we must first fix the government’s framework,” she said.
