
After 18 years of distinguished service, Reuben Muoka, Director of Public Affairs at the Nigerian Communications Commission (NCC), has formally retired from the nation’s foremost telecoms regulatory body, leaving behind a legacy defined by professionalism, dedication, and a profound impact on public communication in Nigeria’s telecommunications sector.
Muoka joined the Commission in 2007 as a Principal Manager and was immediately deployed to the Public Affairs Department (PAD). He rose through the ranks, serving as Head of the Media and Public Relations Unit and later as Assistant Director in 2010. By 2015, he became Deputy Director and was appointed to lead the re-engineered Public Relations Unit.
In 2017, Muoka was redeployed to the Policy, Competition, and Economic Analysis Department to head the Economic Analysis Unit before being appointed Director of the Public Affairs Department in June 2022. In this role, he served as the voice and face of the Commission, interfacing with the media, stakeholders, and the Nigerian public.

Industry stakeholders and colleagues have continued to pay glowing tributes to Muoka, describing him as a bridge-builder, a thoughtful communicator, and a man of character. He was praised for bringing warmth and sincerity to public relations, harmonizing strategic communication with human connection.
Reflecting on his career, Muoka stated:
“When I started out as a young ICT reporter, I couldn’t have imagined the path my career would take. But I have been truly blessed—to tell Nigeria’s tech story from the newsroom, to promote innovation from the boardroom, and to engage the public from a national platform. It’s been a rewarding cycle, and I’m deeply grateful.”
Muoka’s professional journey includes serving as Director of the Special Duties Department of the NCC in 2021, overseeing key units such as International Relations, Emergency Communication Centres, Public-Private Partnership, and Security Services. Prior to that, he served as Corporate Affairs Manager at MTS First Mobile, Nigeria’s pioneer mobile telephony company.
A seasoned journalist and communications expert, Muoka brought to NCC a wealth of experience in media, public relations, and integrated marketing communications. He was formerly Deputy Communications Editor at Vanguard Newspapers and Africa’s Contributing Editor to the UK-based Communications Week magazine from 1998 to 2002.
Academically, Muoka holds an M.Sc. in Mass Communication (specializing in Public Relations and Advertising) and a Postgraduate Diploma from the University of Lagos. He also holds a Bachelor’s Degree in Performing Arts from the University of Ilorin. In 1999, he received a Fellowship from the Egyptian Embassy in Nigeria for a Pan-African training and study tour, culminating in a Diploma in Journalism from the African Journalists Union in Cairo.
As Chairman of the League of Communications Correspondents (LECCO), he championed advocacy for liberalization and deregulation of Nigeria’s telecom sector in the 1990s. He also offered consultancy services to several telecom firms and institutions before joining NCC.
Muoka is a member of the Nigeria Union of Journalists (NUJ), a full member of the Nigerian Institute of Public Relations (NIPR), and an Associate Member of the Advertising Practitioners Council of Nigeria (APCON).
Under his leadership, the Public Affairs Department of the NCC played a pivotal role in strengthening the Commission’s visibility, managing its reputation, and supporting the federal government’s drive toward a vibrant telecoms and digital economy.
As Reuben Muoka enters a new chapter, his legacy as a trailblazer in public service communication remains etched in the annals of Nigeria’s telecommunications history.
