The Nigerian Communications Commission (NCC) has initiated steps to develop a regulatory framework for Satellite Direct-to-Device (D2D) connectivity in Nigeria, with the release of a Consultation Paper designed to engage industry stakeholders ahead of formal rule-making.
In a statement issued in Abuja, the Commission’s Head of Public Affairs, Mrs. Nnenna Ukoha, explained that the consultation represents a preliminary phase of the NCC’s regulatory process in line with Section 71 of the Nigerian Communications Act, 2003. She noted that the exercise is aimed at gathering views, evidence, and expert input before any binding regulatory framework is introduced.
According to the NCC, feedback from the consultation will provide clarity and an evidence-based foundation for addressing key regulatory issues related to D2D services. These include spectrum usage and coexistence, licensing and authorisation, competition, consumer protection, security considerations, and incentives for long-term investment.
Mrs. Ukoha said the engagement would also enable the Commission to develop a comprehensive understanding of emerging D2D service models and their potential impact on Nigeria’s communications ecosystem. She added that the process is intended to ensure that any eventual regulatory framework is informed, proportionate, transparent, and responsive to Nigeria’s market realities.
She further explained that the Commission is seeking evidence-based input on potential use cases, benefits, risks, and public-interest considerations associated with D2D services in the country. The consultation will also gather stakeholder perspectives on suitable technologies and network architectures, expected performance standards, deployment considerations, spectrum demand, coexistence issues, and authorisation requirements.
