The Nigerian Air Force (NAF) has embarked on a bold and wide-ranging welfare reform programme aimed at boosting morale, enhancing service conditions, and strengthening operational effectiveness across its ranks.
Unveiling the reforms on Saturday, 31 May 2025, during the commissioning of a newly remodelled 160-unit ensuite airmen’s accommodation at Sam Ethnan Air Force Base, Ikeja, Lagos, the Chief of the Air Staff (CAS), Air Marshal Hasan Bala Abubakar, declared personnel welfare as the cornerstone of his leadership agenda.
In a statement issued by the Director of Public Relations and Information, Air Commodore Edward Ehimen Ejodame, the Air Chief emphasized that welfare is not a privilege but a leadership obligation. “Personnel welfare is not a favour; it is a fundamental responsibility. We are committed to building a well-motivated, professional, and combat-ready force,” he said.
Key highlights of the reforms include:
100% Increase in Ration Cash Allowance (RCA): Already captured in the 2025 budget, this initiative is aimed at cushioning economic pressures and supporting personnel amid the rising cost of living.

Group Personal Accident Insurance Scheme: Recently launched, the scheme provides comprehensive coverage, including medical expenses, salary reimbursement during hospitalisation, and compensation for injury, disability, or death. Nine out of 23 current beneficiaries have already received significant payouts.
Nationwide Distribution of Uniforms and Accoutrements: The CAS announced that the distribution is on track to achieve 100% coverage within two weeks, further improving morale and esprit de corps.
Infrastructure Expansion: Over 470 projects are currently underway across NAF formations nationwide. These include residential quarters, operational buildings, medical centres, sports facilities, and worship spaces. Of these, 295 projects have been completed, while 175 remain ongoing. Over ₦61 billion has been invested in these critical upgrades.
Utility Subsidy and Healthcare Upgrades: The CAS announced an upward review of the monthly electricity subsidy for Sam Ethnan Base to ease financial burdens on personnel. Additionally, new medical equipment has been procured for the 661 NAF Hospital, Ikeja, to improve the quality of healthcare delivery.
Commenting on the significance of the newly commissioned accommodation, Air Marshal Abubakar noted that the 160 ensuite flats will improve living standards, enhance unit cohesion, and support mission readiness.
“These interventions reflect our commitment to ensuring that our personnel are well-supported in all aspects of their service life,” he said. “Your sacrifices form the bedrock of our nation’s air power capabilities.”
Air Vice Marshal Adeniran Ademuwagun, Air Officer Commanding (AOC) Logistics Command, commended the CAS for his decisive leadership and personnel-focused philosophy. “You’ve demonstrated empathy in action. These welfare initiatives will go a long way in uplifting morale and operational output,” he stated.
The commissioning event and accompanying welfare rollouts reinforce the Nigerian Air Force’s resolve to prioritize its personnel in building a more agile, motivated, and mission-capable force, poised to address Nigeria’s evolving security needs.
