FRSC Signs National License Agreement with iRAP, Unveils NigeriaRAP, Presents Accord to President Tinubu

The Federal Road Safety Corps (FRSC) has signed a National License Agreement with the International Road Assessment Programme (iRAP), marking the official establishment of the Nigeria Road Assessment Programme (NigeriaRAP). The historic signing took place on 18 November 2025 as part of the 3-Day International Road Crash Victims Africa Conference held at the Body of Benchers Complex, Jabi, Abuja.

The agreement was formally presented to President Bola Ahmed Tinubu, who was represented by the Secretary to the Government of the Federation (SGF), Senator George Akume.

The partnership represents a major milestone in Nigeria’s renewed efforts to drastically reduce road crashes and fatalities. Through the agreement, FRSC will adopt iRAP’s globally recognised road safety assessment protocols, using advanced technology and data-driven methods to identify high-risk roads and implement targeted improvement measures.

The initiative aligns with Nigeria’s commitment to reducing road traffic deaths by 50% by 2030, in line with the Second United Nations Decade of Action for Road Safety and the Global Road Safety Performance Targets. These include:

  • Target 3: By 2030, all new roads must meet safety-conscious technical standards or achieve a minimum 3-star rating.
  • Target 4: By 2030, more than 75% of travel on existing roads should be on infrastructure meeting adequate safety standards for all road users.

FRSC Corps Marshal, Shehu Mohammed, mni, FCA, FCTI, CPFA, described the agreement as a significant leap forward in the nation’s road safety drive.
“This agreement further demonstrates our dedication to making Nigerian roads safer for all users,” he said. “We are honoured to present this milestone to Mr. President and remain committed to building a safer, more reliable transportation network.”

iRAP Chief Executive Officer, Greg Smith, represented by Nathalie Chiavassa, welcomed Nigeria as the newest and the fourth African country to join the global iRAP network. She commended FRSC’s commitment to evidence-based road safety reforms.
“We are delighted to partner with FRSC and support Nigeria’s efforts to reduce road crashes and fatalities,” she said.

President Bola Ahmed Tinubu, in his remarks delivered by the SGF, praised both FRSC and iRAP for advancing a partnership that aligns with Nigeria’s development priorities. He noted that improving road safety is crucial not only for saving lives but also for supporting economic productivity and national growth.

The National License Agreement is expected to drive transformative improvements across Nigeria’s road network, strengthen safety standards, and enhance the country’s global standing in road safety reforms.
