The Federal Government has announced a strategic five-year moratorium on the Bilateral Education Scholarship Programme (BESP) as part of ongoing reforms to prioritize equitable access to quality education and the long-term well-being of Nigerian students.
This was contained in a statement signed on 3rd May 2025 by Boriowo Folasade, Director, Press & Public Relations, Federal Ministry of Education
The Honourable Minister of Education, Dr. Maruf Olatunji Alausa, announced a comprehensive review of foreign academic programs currently offered under the BESP. He emphasized that all academic disciplines previously pursued abroad through government sponsorship are now available and, in many cases, more effectively delivered within Nigerian tertiary institutions.
“We have meticulously assessed the courses Nigerians are studying abroad. Every one of these courses is now available at home, with improved quality and oversight,” Dr. Alausa said.
Dr. Alausa clarified that the moratorium applies solely to government-funded bilateral scholarships and does not affect private educational pursuits. Nigerian families remain free to self-sponsor overseas education if they so choose.
“We are committed to fairness and the responsible use of national resources. At present, the government incurs high costs covering airfare, stipends, healthcare, and more—to fund education abroad that can now be obtained locally, often with better contextual relevance,” he added.
The Federal Government, however, will continue to welcome scholarships offered under the Bilateral Education Agreement (BEA), provided such scholarships are 100% funded by the donor countries, including coverage for tuition, accommodation, travel, healthcare, living expenses, and a minimum monthly stipend of $500, with no financial commitment required from the Nigerian government.
Dr. Alausa reassured Nigerians that this moratorium does not affect other critical government scholarship programs, which will continue uninterrupted. These include:
- The Nigerian Scholarship for students in public universities and polytechnics;
- The Federal Education Bursary Awards for students studying Education;
- The Presidential Scholarship for NYSC Ex-Corps Members.
In addition, the Federal Government has further strengthened the Nigerian Student Loan Programme, ensuring robust financial support for students pursuing higher education in Nigerian institutions.
Crucially, Dr. Alausa emphasized that current beneficiaries of the Bilateral Education Scholarship Programme will continue to receive full government support until they complete their studies and return to Nigeria.
“We remain fully committed to the students already abroad under this program. We will honor all existing commitments to ensure their uninterrupted education,” he stated.
Dr. Alausa concluded by reaffirming the Ministry’s focus on enhancing local scholarship opportunities and expanding educational access for all Nigerians.
“This decision is about protecting dreams, promoting fairness, and building a stronger education system that serves every citizen. No dream will be delayed or denied,” he said.
