The Nigerian Communications Commission (NCC) has secured a place among the top three Ministries, Departments and Agencies (MDAs) of the Federal Government in the 2025 Federal Website Performance Ranking conducted by the Bureau of Public Service Reforms (BPSR).
The recognition was disclosed in a statement issued by the Commission’s Head of Public Affairs, Nnenna Ukoha, who described the achievement as a strong affirmation of the NCC’s sustained investments in digital infrastructure and its commitment to citizen-centric service delivery.
According to the statement, the latest honour comes barely three weeks after the telecoms regulator was also listed among the top five best-performing federal agencies for 2025 by the Presidential Enabling Business Environment Council (PEBEC), further underscoring the Commission’s consistent performance in leveraging technology to enhance regulatory efficiency and ease of doing business.
In the BPSR 2024/2025 MDAs’ Website Scorecard, the NCC emerged second out of 235 government institutions assessed nationwide. Galaxy Backbone Limited ranked first, while the Nigeria Export Promotion Council (NEPC) placed third.
The assessment was carried out using 14 key performance indicators, including compliance with the .gov.ng domain name, website design and aesthetics, quality and relevance of content, alignment with institutional mandates and government policies, and overall website structure. Other parameters evaluated included responsiveness across devices, security, load time, usability, ease of navigation, availability and uptime, functionality, interactivity, accessibility and capacity-building features.
The official announcement of the ranking was made at the presentation of the Federal Government’s 2024/2025 MDAs’ Website Scorecard at the Federal Ministry of Finance Auditorium, Abuja, on Monday, December 22, 2025. The award presentation followed on Tuesday, December 23, 2025, at the BPSR headquarters in Abuja.
Describing the recognition as a key performance index under the National e-Government Masterplan, the statement noted that the award reflects the NCC’s dedication to maintaining a world-class digital platform that improves access to information and enhances service delivery to citizens and industry stakeholders.
Receiving the award on behalf of the Executive Vice Chairman of the NCC, Dr. Aminu Maida, the Executive Commissioner, Technical Standards, Engr. Abraham Oshadami, expressed appreciation to the BPSR for the recognition. He said the honour would further motivate the Commission to deepen its deployment of digital platforms in delivering efficient, transparent and responsive public services.
“This recognition is another encouragement for the Commission to continue improving as a public service institution by leveraging digital platforms, including our web presence, to enhance service delivery to stakeholders, in line with the Federal Government’s Ease of Doing Business policy direction,” Oshadami said.
While presenting the awards, the Director-General of the BPSR, Mr. Dasuki Ibrahim Arabi, commended the NCC and other top-ranked agencies for taking proactive steps to maintain world-class websites that align with the Federal Government’s policy objectives on effective and efficient public service delivery.
Arabi explained that the 2024/2025 website ranking reflects a collective effort by federal public institutions to promote transparency, accountability and openness in governance, while aligning Nigeria’s public service with global best practices. He noted that since the introduction of the annual scorecard exercise about six years ago, more MDAs have embraced reforms in line with the Renewed Hope agenda of President Bola Ahmed Tinubu.
“The imperative to harness and deploy technology for service delivery has become even more critical following the COVID-19 pandemic and the disruptions to socio-economic systems globally,” Arabi said. “Competitiveness, cost-effectiveness and agile governance now define public service performance, and standardized, secure and responsive websites are central to this evolution.”
He added that the scorecard exercise is part of BPSR’s broader reform mandate, which includes promoting best practices across the public service, improving access to government information, facilitating seamless transactions, and reducing corruption and cyber-related risks.
The NCC’s top-three ranking, the statement concluded, reinforces the Commission’s position as a leading example of how digital innovation can strengthen governance, enhance regulatory effectiveness and improve citizen engagement in Nigeria’s public sector.
